A review of the projects implemented under the 2025 budget allocations for the Ministry of Plantation and Community Infrastructure, along with a pre-budget discussion for the year 2026, was held this 22nd of August at the Presidential Secretariat under the patronage of President Anura Kumara Dissanayake.

The progress of projects implemented by the 29 institutions coming under the Ministry of Plantation and Community Infrastructure, based on the 2025 budget allocations, as well as the challenges encountered and future plans, were thoroughly examined during the discussion.

A special attention was drawn to the development of coconut cultivation, and the President directed the officials to identify the lands with commercial plantations and to take necessary measures to promote them.

The President, who directed the officials to focus on improving the productivity of existing plantations rather than undertaking new coconut planting, also pointed out the importance of raising public awareness about the existing laws and regulations to optimize the utilization of underutilized coconut estates under private ownership.

The President also informed the officials to develop a plan for the effective utilization of underutilized land owned by the Public Trustee’s Department.

Discussions were also held on the progress of estate housing projects, estate infrastructure, establishment of smart classrooms in estate schools, and community empowerment programs within the estate sector. The President Anura Kumara Dissanayake directed the officials to conduct a comprehensive study on the smart classroom project and submit a detailed report.

Attention was also drawn to research activities in the tea and rubber sectors, while discussions focused on improving the quality and global competitiveness of Ceylon cinnamon products. The President pointed out the potential to promote cinnamon cultivation in the Western Province, and thereby, improve the productivity and optimize land use.

The President underscored the need for a comprehensive assessment of the current landscape, in which many industries are operating below capacity as a result of an artificially constructed market in the country, and called for the formulation of a strategic plan to advance the development of domestic industries.

Attention was also directed toward identifying overlapping functions among the institutions under the Ministry of Plantation and Community Infrastructure, merging the identified institutions, and liquidating the institutions to be liquidated.

The discussion also focused on boosting export revenue in the plantation sector and achieving the set targets.

Under the coordination of the Department of Coconut and Minor Export Crops of the Ministry of Plantation Industries and Community Infrastructure, a scheduled program series organized by the Coconut Development Authority, aimed at promoting the efficient use and nutritional value of coconut, was successfully held island-wide. The pilot program took place successfully on July 21, 2025, at the auditorium on the 11th floor of the Sethsiripaya Stage II building.
During the program, ten winners were selected through a raffle draw based on correct responses to a question posed following the keynote lecture.
Moreover, a live cooking demonstration was conducted by culinary expert Ms. Nadee Amarasinghe, showcasing how to prepare delicious and nutritious dishes using packaged coconut milk. A special feature of the event was the active participation of officials from the Ministry as well as representatives from various government institutions.

එහිදි නව රජය විසින් වතුකර ජනතාවට නිවාස සහ වෙනත් ප්‍රතිලාභ ලබා දීමේ දි පෙර මෙන් පක්ෂ පාට නොබලා සාධාරණව ක්‍රියා කිරිම පිළිබඳව තනාපතිනිය සිය ප්‍රසාදය පල කළාය. එමෙන්ම ඉදිරියේදි මෙරට ආර්ථික වර්ධනය ඉහළ නැංවීම සඳහා තේ, පොල්, රබර් යන ක්ෂේත්‍රයන්වල සිදු කල යුතු නව්‍යතාවන් පිළිබඳව ද මෙහිදි දීර්ඝ ලෙස සාකච්ඡා කෙරිණි. එමෙන්ම ඇමරිකාව සහ ශ්‍රී ලංකාව අතර ආර්ථික සම්බන්ධතා වර්ධනය කර ගැනිමට අවශ්‍ය කටයුතු සිදු කරන බවත් තනාපතිනිය අවධාරණය කළාය.

නව රජයේ මැති ඇමතිවරු අඳින ඇදුමෙන් පවා පෙනෙන්නේ අවශ්‍ය ඕනෑම අවස්ථාවක ඕනෑම වැඩකට සුදානම් යන්න තමාට හැඟෙන බවත් ඒ පිළිබඳ තමා අතිශය සතුටට පත්වන බවත් තානාපතිනිය මෙහිදි සඳහන් කළාය. තම දෙමාපියන්ද කොරියාවේ සම්භවයක් සහිතව ඇමරිකාවට පැමිණ ඉතා දුෂ්කර තැනකින් ජිවිතය පටන් ගත් අය බවත්, තමාද එම දුෂ්කරත්වය අත්විඳ අද තනාපතිනියක් දක්වා පැමිණි බව සඳහන් කර ජුලි චන්ග් මහත්මිය බදුල්ල වැනි දුෂ්කර පළාතක සිට අති දුෂ්කරව ජීවිතය පටන්ගෙන අදවන විට රටට වැඩ කරන අමාත්‍යවරයකු ලෙස කටයුතු කිරිම පිළිබඳ සතුට පල කල ඇය දෙරට අතර මිතුදම තවදුරටත් ශක්තිමත් කිරිමට අවශ්‍ය කටයුතු සිදු කරන බවත් සඳහන් කළාය.

මෙරට වතුකර ප්‍රජාවන්හි ඩිජිටල් පරතරය පියවීම සඳහා ගත හැකි පියවරක් ලෙස නුවර එළිය, නුවර සහ බදුල්ල යන දිස්ත්‍රික්ක වල වතුකර පාසල් සඳහා මෙම ස්මාර්ට් පන්ති කාමර ඉදිකිරිමට සැලසුම් කර ඇත. වතුකර පාසල්හී අධ්‍යාපනයේ ගුණාත්මකතාවය ඉහළ නැංවීම මෙහි තවත් සුවිශේෂි අරමුණක් වන අතර ඒ සඳහා ඉන්දිය රජයෙන් ත්‍යාගශීලි මුදල් අධාරයක් ලෙස රුපියල් මිලියන 508 ක් ලබා දී ඇත. එමෙන්ම මෙම ස්මාර්ට් පන්ති කාමර ස්ථාපිත කිරිම වෙනුවෙන් ශ්‍රී ලංකා රජයෙන් රුපිලියල් මිලියන 115ක මුදලක්ද වෙන්කොට ඇත.
අධ්‍යාපනය සහ තාක්ෂනය තුළින් අනාගත පරම්පරාව සවිබල ගැන්වීම සඳහා දෙරට කටයුතු කරන බැවින් ඉන්දියාව හා ශ්‍රී ලංකාව අතර ගැඹුරු මුල් බැසගත් මිත්‍රත්වය සහ සහයෝගිතාවය මෙම අවබෝධතා ගිවිසුම අත්සන් කිරිම මගින් අවධාරනය කෙරේ. වැවිලි හා ප්‍රජා යටිතල පහසුකම් අමාත්‍යාංශයේ ලේකම් ප්‍රභාත් චන්ද්‍රකීර්ති මහතා මෙම මුලපිරිම අධ්‍යාපනයේ ගුණාත්මක භාවය ඉහළ නැංවීම සහ අපගේ වතුකර ප්‍රජාවන්හී ඩිජිටල් පරතරය පියවීම සඳහා සුවිශේෂි පියවරක් ලෙසද අවධාරණය කළේය.
අදාළ ස්මාර්ට් පන්ති කාමර ලබාදීමේ ව්‍යාපෘතියට අනුව, මධ්‍යම සහ ඌව පළාත් අධ්‍යාපන දෙපාර්තමේන්තු සමඟ සහයෝගයෙන් පාසල්වල පවතින පන්ති කාමර ස්මාර්ට් පන්ති කාමර බවට ප්‍රතිසංස්කරණය කිරීම දැනටමත් ආරම්භ කර ඇති බවත්, මෙම සුදානම් කිරිමේ කටයුතු මඟින් විෂය මාලාවට ඩිජිටල් ඉගෙනුම් මෙවලම් බාධාවකින් තොරව ඒකාබද්ධ කිරීම සඳහා කටයුතු සුදානම් කර ඇති බව වැවිලි සහ ප්‍රජා යටිතල පහසුකම් අමාත්‍යාංශ ලේකම් සඳහන් කළේය.
එමේන්ම ව්‍යාපෘතිය සාර්ථකව ක්‍රියාත්මක කිරිම සහතික කිරිම සඳහා වැවිලි සහ ප්‍රජා යටිතල පහසුකම් අමාත්‍යාංශය විසින් අධ්‍යාපන අමාත්‍යාංශය සහා ඩිජිටල් ආර්ථික අමාත්‍යාංශය සමගද සහයෝගයෙන් කටයුතු කරන බවද අමාත්‍යාංශ ලේකම්වරයා අවධාරණය කළේය.
මෙම අවස්ථාව සඳහා වැවිලි සහ ප්‍රජා යටිතල පහසුකම් අමාත්‍යාංශයේ ලේකම් "ප්‍රභාත් චන්ද්‍රකීර්ති" මහතා, ඉන්දිය මහ කොමසාරිස් "සන්තෝෂ් ජා" මහතා ඇතුළු අමාත්‍යාංශ සහ මහකොමසාරිස් කාර්යාල නිළධාරින් පිරිසක්ද සහභාගී විය.
